MUMBAI: The GST fortnightly refund drive by the Govt. was a great success but much more needs to be done to clear the pendency, said
Mr. Khalid M Khan, Regional Chairman, FIEO (WR). The refund drive started little late and should have been announced in October 2017 itself at the end of the three months transition period.
The delay in refund of IGST/ITC has been continuously flagged by FIEO at the highest level. Government is quite sensitive to the problem of the exporters and has asked the field formations to clear the pending cases of exports refunds on expeditious basis. A Refund Fortnight for clearance drive was announced by the Government to settle pending cases by 31stMarch, 2018.
Regional Chairman, FIEO (WR) said that FIEO has worked in close coordination with Customs and GST Department to make the drive a success. FIEO (WR) secretariat has worked relentlessly to ensure that the drive meets its objective and IGST refund pending due to SB005 error are resolved at war footing using alternative mechanism with officer interface.
As a pre cursor to the GST Clearance drive a Town Hall Session was organised at Mumbai on 14.03.2018 which was attended by Commissioner of Customs, Mumbai Zone – I, II & III (JNPT / Air Cargo Complex, Mumbai), Central and State GST authorities, Senior level officials and field formations to address and discuss the issues pertaining to IGST / ITC refund on Exports.
FIEO has organised three ‘Workshops on GST Refunds’ at Mumbai on 22, 26 and 28th March 2018 and an exclusive presentation on “sign up / create login at ICEGATE portal” was also made during the workshop, as many exporters reported that they are finding it difficult to create the login and encountering many errors.
Shri Anantha Krishnan, Commissioner of Customs (Exports), Air Cargo Mumbai and Shri Rohit Singla, Jt. Commissioner of Customs, Nhava Sheva (JNCH) were present during the workshop to address and answer the queries of the member exporters.
Regional Chairman, FIEO (WR) congratulated JNCH, Air Cargo Mumbai and CBEC for their hard work and even working weekends and public holidays for clearing all the cases pending due to SB005 error.
He said that though the clearance drive has ended, FIEO (WR) is still pursuing with the members with SB005 error and who have still not submitted the concordance table. We also are in cognizance of the fact that though the GST drive has been a great successful much more needs to be done on both ITC and IGST refund front. We are constantly pursuing with the authorities regarding other pendency related issues where the alternative mechanism or utility is still to be made available for resolving the deadlock. We hope shortly the CBEC will be able to notify these alternative mechanisms or utility to resolve the other pendency related issues.
